How to charge your device without having to turn on the lap top

It is a utility tip to USB charge your portable device using a laptop without having to turn on the laptop. The steps were.
1. Go to device manger.
2. Click the Universal Serial Bus
3. Go to the properties of USB root hub
4. Under Power management, remove the check for the option "allow device to turn off to save power" (or something similar)
5. Check to usb charge the device without trying to turn on the laptop.
If it works, great... If not then you might have to check a few things.
Firstly, your USB port should support external charging. I mean, it should have one of the symbols as in the pictures I've posted. Having a lighting bolt next to the USB port means that the USB can send about 5V to 12V for charging your smartphone or other portable device. If you don't have that, I'm not too sure it works...
Even then try going to the BIOS configuration (press DELETE key while restarting for windows 7/8 OR for windows 10.. click start, click settings, click update and security, click recovery, click restart now under advanced settings, click troubleshoot, click advanced options, click UEFI firmware settings, click restart and it will direct you to the BIOS screen...)
Under "advanced" menu, you'll see an option to turn on USB power charging in sleep mode or something similar... ENABLE the option and then restart saving the changes. Try charging the device with the laptop in "off" mode. It might work. If it doesn't then you don't have the "right" USB port to carry out the task.
